States of Guernsey: stop presuming to pick winners, granting monopolies and throwing money at transport operators

The governments of Guernsey and Jersey are currently in the process of tendering a multi-year "contract" to run ferry services around the Channel Islands and to England.  This amounts to selecting a winner, who will then be granted a monopoly, and have millions of pounds thrown at it, in order that it can provide a shit service to islanders. Meanwhile my visitors, coming over for two nights, are now arriving at 15:30 instead of 10:00 because of "tides".  Tides are predictable to the minute, decades in advance.  I have received the tides excuse before, and I spoke to a member of the crew about it, and they mumbled.  Everyone I have spoken to has received the tides excuse, and everyone I have spoken to spotted that it was a silly excuse.  One person I spoke to knew someone in Condor, who said it was a fake excuse. Internet connection speeds

 One of these speeds has a sensible name: Sensibly, they called their 1 Gbps service "Gigabit". But instead of calling the 2 Gbps something like "Two Gigabit", they reverted to their previous, silly, naming convention, calling it "Hyperfast Plus". Also, who is going to buy 1.5?

Fixed penalty notices for parking in Guernsey are issued in yellow special envelopes and put under the wiper.  The envelopes are weather-proof plastic on one side, and paper on the other side.  The paper side usually faces up.  If it rains, the rain gets thru, and the paper inside is destroyed.  An intermediate state can be reached where the paper is damaged and the writing runs, but is just about legible.  It rains a lot in Guernsey.  This is silly.  To make it sensible, tickets could be issued in weatherproof envelopes. It is not possible to pay the fine until after mid day the next working day.  You are not told this on the ticket.  The "pay it" web page does say.  If you phone to pay, they will tell you. The time when people are most likely to pay is immediately after receiving the ticket.  By having it disabled until midday the following working day, the government ensures that a lot of people who would have paid it, do not pay...
