Garsington's dumped cars and parking enforcement problem II: pics of 2021-12-10

I've found out that enforcement for parking in Pettiwell recently passed from the police to a council, I think SODC.  I'm not sure if this is the same as it passing from criminal to civil law.  I thought that happened throughout the UK in the 80s.  But this apparently enabled things to get moving on the enforcement front.  So it's possible this problem is in the process of being fixed, despite its vintage.

The issue does seem to be more than just a parking issue, but it's possible that the pollution and safety aspects can also be fixed by enforcing the parking rules. 

In summary: there are 15 vehicles. All except one or two are on double yellows, but for much of the stretch these are not visible.  Several vehicles have notices attached by parking enforcement, and possibly other authorities.  One has notices by a private individual.  Two are on private land and blocking farmer access.  A couple look likely to be pollution issues, disintegrating in the road.  Several are business vehicles, and one looks likely to be used in operating the scrap business.

I'll get more precise information on my next survey.

The following photos are from Friday 2021-12-10.

BN52 CUK was the first vehicle, going in the direction from Watlington Road towards the centre of the village.  It had several notices under the wipers.  Sadly, my photo wasn't good enough to capture all the details, so I'll get the other details next time if it's still there.

FHO7 VJG was next.  This had around three notices under its wipers.  They were wrapped in plastic, so I couldn't see the details.

Next was a van WV58 XPX.  This one was apparently dumped on private land without permission.  It had two hand-written notices attached, apparently by someone with an interest in the land.

The red one on the left reads "POLITE REMOVAL NOTICE IN ORDER NOT TO ??? DRAG AWAY DAMAGE Please remove from PRIVATE PROPERTY".

The black one on the right reads "POLICE ADVISE REMOVAL DATE 16 DEC 2021 OR YOU WILL PAY FOR REMOVAL IN COURT".

That date was in the future when I took the pic, but is now in the past.  So I'm looking forward to updating my information on this one.

It would be interesting to hear what communications the author of the notes has had with enforcement authorities.

HNO3 0NL is next.  This mini may have been assembled nearby in Cowley.  I wonder if they want it back for spares?

We can see here, that on this stretch, the double-yellows are half covered with autumn leaves.

The long shot gives a feel for the overall situation on this stretch.


OE56 DWK, parked in the hedge.  Here, the double-yellows are not visible at all.  Would this provide a defence against a parking ticket?  Who's responsible for keeping the lines visible?

This one brings us to the entrance of Greenwood's scrapyard.  There are a couple of allowed spaces somewhere around the entrance.  This may be in one of them.  It's hard to tell exactly, because the everything is covered in decaying leaves.

The writing on the window suggests this is probably in the scrap pipeline, rather than belonging to a visitor or employee, for example.

 

VKIO UJR.  The layer of decaying plant matter is thick here.  I think this is on double yellows under there somewhere, but would have to clear back the sludge to be sure.

On this stretch, the double yellows look like a single yellow, due to the sludge.  After some distance, the other line becomes visible again too.

CEO6 LYG, another business vehicle.  Is the business in debt collection?  It says Claims / Rent / Sales / Recovery / Services.  It would be interesting to know the status of this vehicle.  Double yellows apply to both sides of themselves, of course.  Apparently blocking a farmer's gate.

Let's see how this unofficial dumping ground has changed by next time.
